The Import Section of the Trade Division is concerned with the control of import of certain controlled goods and the issue of licence to authorised dealers in the importation and sale of second-hand motor vehicles.
CONTROL OF IMPORTS
A control on the importation of certain goods is exercised under the Consumer Protection (Control of Imports) Regulations 2017.
An import permit is required from the Import Section of the Trade Division in respect of goods appearing in the Fourth Schedule to the Regulations. Goods that are prohibited are listed at the Third Schedule to the Regulations. The types of restriction imposed on certain goods are set out at the Sixth Schedule to the Regulations. Import permits for certain items appearing in the Fourth Schedule are issued under certain specific conditions. These conditions are specified in the Seventh Schedule to the Regulations.
In January 2016, the Mauritius Single Window System was launched. It is an electronic platform for the online application, processing and issue of permits and trade related clearances. The Trade Division is fully connected to the Mauritius Single Window System where applications for import and export permits can be made and same are approved electronically.
LICENCES OF AUTHORISED DEALERS IN IMPORTED SECOND-HAND VEHICLES
RENEWAL OF EXISTING LICENCES - A licence is issued after submission of all appropriate documents and is valid up to 12 months subject to:
a) the payment of a fee of Rs 60,000;
b) the submission of a bank guarantee or insurance security for a period of 12 months.
The licence is renewable annually.
MAURITIUS TRADELINK SYSTEM (SINGLE WINDOW SYSTEM)
In line with the e-Government strategy, the Single Window System, based on international standards, piloted by the Ministry of Finance and Economic Development has been developed. It is an
electronic platform for the online application, processing and issue of permits and trade related clearances.
The objectives of the Single Window System are to: -
a) provide an electronic platform for the application, processing and approval of import and export permits;
b) enable operators to track progress of the status of their applications;
c) enhance the trade efficiency through reduction of processing time and related transaction costs;
d) improve trade facilitation and providing a one-stop shop service to operators, traders as well as customers; and
e) to accelerate trade liberalisation, elimination of non-tariff barriers and the ease of doing business.
